California has now decided to allow self-driving cars to be on the road, with a human passenger as a safety precaution.

Senate Bill 1298, Padilla. Vehicles: autonomous vehicles: safety and performance requirements, has been passed by the Legislature, has been approved by the Governor Brown, and assigned a chapter number by the Secretary of State. This Bill will likely go into effect on the first day of January 2013.   About the Bill:

This bill would authorize the operation of an autonomous vehicle on public roads for testing purposes if specified requirements are met, including that the driver be seated in the driver’s seat, monitoring the safe operation of the autonomous vehicle, and capable of taking over immediate manual control of the autonomous vehicle in the event of an autonomous technology failure or other emergency.
